The Government intends to issue a firm fixed-price, sole-source purchase order for Turnitin software. To be considered, vendors must be an authorized Turnitin distributor and provide an official Letter of Authorization from Turnitin. All quotes must be submitted via email to a specified Navy contact. The Government will consider all proposals received, but a determination to compete the requirement is solely at its discretion. Offerors must be registered in the SAM.gov database prior to submission.
