Services required coupon testing for qualification of the AMS 3970 composite material system for Naval Aviation relevant conditions. These coupons will be conditioned, tested, analyzed, and the data will be compiled into reports that include test data, test data analysis, statistical analysis, and development and approval of test plan and test report. These meet our needs for qualifying this material for NAVAIR composite repairs. The data and methods established through this testing will serve as the basis for composite repair standards. The proposed action is for services which the Government intends to procure under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. National Institute for Aviation Research (NIAR) located at Wichita State University is uniquely qualified to provide the complete range of program support required for this effort and is also the only known firm to possess the technical data and specifications necessary to fulfill the Government requirements. To competitively procure the same service the Government would incur substantial delays to the program and substantial costs that could not be recovered through competition. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit a statement in which they can identify their interest and capability to respond to this requirement. The Government will consider all information received within 15 calendar days of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. BACKGROUND/PURPOSE/TECHNICAL REQUIREMENTS The Naval Air Warfare Center, Aircraft Division (NAWCAD) Patuxent River, MD seeks potential sources to procure a materials testing, materials properties/B-Basis allowables generation report and statistical analysis report package as outlined in the Statement of Work. Equivalency to prior data set established by Naval Institute for Aviation Research (NIAR) for AMS 3970 material will be required in order for Government acceptance and to ensure the new testing data maintains form, fit and function with the prior data set. Data equivalency testing will be at the expense of the contractor and needs to be provided in your response. SUBMITTAL INFORMATION: It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12-point font minimum) demonstrating ability to meet the requirements outlined above. This documentation must address, at a minimum, the following: Section 1 of the response shall provide administrative information, and shall include the following as a minimum: • Organization name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and name and e-mail of designated contractual point of contact. • Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUB Zone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business). Section 2 of the response shall provide technical information, and shall include the following as a minimum: • Interested parties shall respond with their ability to provide equivalency testing in line with prior data set from NIAR. • Interested parties shall respond with existing capabilities or products that meet all or a subset of the aforementioned attributes.
