The Naval Air Warfare Center Aircraft Division (NAWC-AD), Patuxent River, MD intends to negotiate on a sole source basis with Purdue University (CAGE: 6D418) for the instruction and academic development of the United States Naval Test Pilot School (USNTPS) students and instructors. Instruction being procured provides graduate courses (i.e., administration, oversight, and teaching) including, but not limited to: Calculus, Statistics for Engineering Applications, Mechanics (Statics & Dynamics), Aerodynamics, Hypersonics, Propulsion (including Electric Propulsion), Advanced Flight Controls, Artificial Intelligence and Machine Learning, Data Science and Data Analytics, Engineering Education Methods (i.e., Engineering Course Development and Teaching Techniques) and other courses that meet USNTPS curriculum requirements. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 3204(a)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible sources may submit a capability statement, which, if received within fifteen (15) calendar days of the publication of this notice will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. Responses shall be emailed no later than 22 November 2023 at 3:00 P.M. ET to Paul Flynn at paul.c.flynn3.civ@us.navy.mil and Jennifer Hanson at jennifer.t.hanson2.civ@us.navy.mil. Content should be limited to no more than ten (10) pages.
