The Government, under the Simplified Acquisition Procedures (SAP) FAR Part 13, intends to solicit and award a Firm-Fixed Price (FFP) purchase order on a sole source basis to Peraton, Incorporated per 10 U.S.C. 2304(c)(1). ePower software and services are only available directly from the manufacturer. Peraton is the sole provided for ePower Software and maintenance and no other suppliers orservices will satisfy the program requirement. This sole source requirement is based upon the requirement to manage Business Process Management (BPM) solutions effectively, using latest upgrades for better efficiency in organization and integration, while providing meaningful information to users. Some of those solutions include critical Fleet and NAVAIR applications such as the Airworthiness Flight Clearance Process, the Justification & Approval Process (J&A), Command Workflow Automation Tool (CWAT), Engineering Change Control (ECP), and Test Management Reporting Tool (TMRT). The NAICS code for this acquisition is 513210 Software Publishers. Although this notice of intent is not a request for competitive quotations, interested parties may submit capability statements via email to the Contract Specialist, Lauren Dennison, at lauren.a.dennison.civ@us.navy.mil, no later than 5:00pm EST, Wednesday, 24 August 2024. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
