Solicitation N0042124Q0343 is issued as intent to sole source. The Government intends to purchase on a firm fixed price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with NCS Technologies, Inc. for NCS VORTEX RMS-1018 1U Workstations under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b). NCS is the Original Equipment Manufacturer of the design approved workstation which provides a unique combination of capabilities and features required by NIWC to resolve obsolescence and end-of-life issues arising from older computers. The requested NCS computers are the only known solution which meets the form, fit, function, and hardware/software interface requirements of the systems, and NCS workstations are specifically identified in the system drawing package. Offeror’s must be registered in the System for Award Management Registration (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at https://www.sam.gov. This is a firm fixed-price procurement; therefore, the offeror’s initial offer should represent the vendor’s best quote in terms of price and technical acceptability. ***Basis for Award*** This notice is intent to Sole Source with NCS Technologies, Inc. Vendors must be Authorized Distributor and must provide documentation with response. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 5:00PM Eastern Standard Time on 16 June 2023 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.
