Solicitation N0042123T0018 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit the proposed purchase order as a Sole Source to Northrop Grumman who is the OEM of the Tactical Data Link Integration Exerciser {TIGER) software under the authority of FAR Part 12, FAR Part 13. TIGER is proprietary to Northrop Grumman and all updates must come from Northrop Grumman. Naval Information Warfare Center (NIWC) uses TIGER specifically to run their certification scenarios. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at https://www.sam.gov/portal/public/SAM. Award all or none See Attached RFQ. The Government intends to award this on a sole source basis. This notice of intent is not a request for competitive quotes. Responses to this solicitation must be received no later than 5:00 pm est. on 24 August 2023. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
