The Government intends to purchase on a firm fixed-price basis and to solicit the proposed purchase order as a Sole Source to SPIRENT FEDERAL SYSTEMS INC. under the authority of FAR Part 12, FAR Part 13. The SPIRENT Global Positioning System Simulator is COTS hardware and software manufactured, distributed, and maintained exclusively by Spirent Federal Systems Inc. As the original developer of this test set and associated software, Spirent Federal Systems Inc. holds exclusive hardware and software data rights. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at https://www.sam.gov/portal/public/SAM. Award all or none See Attached RFQ. POP: 9/13/2023- 9/12/2024 The Government intends to award this on a sole source basis. This notice of intent is not a request for competitive quotes. Responses to this solicitation must be received no later than 5:00 pm est. on 24 May 2023. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
