Solicitation N00421-23-T-0004 is issued as a sole source synopsis/solicitation, under the authority of FAR Part 12, FAR Part 13 and this RFQ is a Total Small Business Set-Aside authority of FAR Part 52.219-6. Services will be performed by The National Institute for Aviation Research (NIAR), the NIAR lab being chosen to do the work, develops specifications and validates material qualification data. This is currently the only lab offering the capability to generate this data and resulting specifications. The National Center for Advanced Materials Performance (NCAMP) shall oversee all aspects of NIAR testing Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract.
