The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to award a five (5) year single award IDIQ Cost Plus Fixed Fee contract for the International Sustainment Department (ISD). ISD supports the Security Cooperation Program Office (SCPO), also known as the SYSCOM Security Cooperation Office (SSCO), logistics requirements for multiple international partners nation capabilities procured under foreign military sales (FMS), building partner capacity (BPC) funds, and International Cooperative Programs (ICPs). This includes support for multiple NAVAIR platforms, weapons, and commodities and support of all logistics elements associated with the acquisition, production, and sustainment of international partners’ weapons systems. The IDIQ will support all logistics elements associated with the acquisition, production, and sustainment of international partners’ weapons systems, including management of spare components, special tooling, test equipment, and services to sustain weapons systems deployed on existing platforms. The contract will provide twelve integrated product support (IPS) elements: product support management, sustainment engineering, supply support, maintenance planning and management, packaging, handling, storage, and transportation (PHS&T), technical data (TD), support equipment (SE), training and training support, manpower and personnel, facilities and infrastructure, IT systems continuous support, and design interface. It is anticipated that this procurement will be solicited as 100% small business set aside under NAICS code 541330. The small business size standard is $47M appropriate type of competition. The PSC is R706 Support-Management: Logistics Support. This is a follow-on requirement that is currently satisfied under contract number W15QKN-15-D-0001. The Government intends to release the RFP in approximately fifteen days. The Government is not requesting any specific responses to this notice.
