This announcement, with its attachments, constitutes the only solicitation; quotations are being requested. The Naval Air Warfare Center Aircraft Division (NAWCAD), Procurement Group, Patuxent River, MD intends to award a Firm-Fixed Price (FFP) contract, brand name specific, for calibration standards and ancillary equipment. The requirement is to provide calibration standards and ancillary equipment to be utilized by the Government for the Aviation Fleet Intermediate Calibration Activities, Fleet Training Activities and Aviation Navy Calibration Laboratories (NCLs) to support Aviation Organizational and Intermediate (I) level maintenance asset. The statutory authority permitting other than Full and Open Competition in USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial brand name specific acquisition. The requirement includes the following specific products and quantities: SEE RFQ Offers must complete the attached certification in Section K of this solicitation, 52.209-11, Representation by Corporation Regarding Delinquent Tax Liability or a Felony conviction under any Federal Law. The proposed contract action is for Brand Name Specific supplies or service for which the Government intends to purchase under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit a quotation. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov/vendor.cfm. This notice is a request for Brand Name Specific quotations. However, all responses and quotations received before the closing date and time of this announcement will be considered by the Government. Responses should include a company name, point of contact, address, phone and fax numbers, email, and applicable company product literature. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to proceed with award of the Brand Name Specific procurement as outlined herein is solely within the discretion of the Government. The Government shall not reimburse interested sources for any information provided nor return any information provided. No bid and quotation costs will be reimbursed for any offeror. No request for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement.
