This NOTICE OF INTENT is for the procurement of a white boarding collaboration tool, which allows for integration into current environment toolsets. The program requirement is for the whiteboard application to provide collaboration capabilities for day-to-day scrums, sprint management, program evaluation and monitoring, and various other programmatic information types. The proposed solution must meet the Information Level 4 (IL4) requirement to meet program Controlled Unclassified Information (CUI) data levels. This requirement is advertised as sole source. The Government intends to award a Firm-Fixed Price contract, on a sole source basis, to Hoylu, Inc., 11335 NE 122nd Way, Suite 105, Kirkland, Washington, 98034, for this procurement. The statutory authority permitting other than Full and Open Competition is USC 3204(a)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and 13.5 will be utilized for this acquisition. The requirement includes the following specific products, quantities, and software: See RFQ Respondents must complete and return the attached RFQ, including page 3 of 49 and all the necessary clauses fill-ins/checkboxes. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov/vendor.cfm. ****************************************************************************************** Original post from July 11, 2023 The Naval Air Warfare Center Aircraft Division (NAWCAD), Procurement Group, Patuxent River, MD intends to award a Firm-Fixed Price (FFP) contract for White Boarding collaboration tool from Hoylu, Inc. The requirement is for the White Board application to provide collaboration capabilities for day-to-day scrums, sprint management, program evaluation and monitoring, and various other programmatic information types. The proposed solution must meet the Information Level 4 (IL4) requirement to meet program Controlled Unclassified Information (CUI) data levels. The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial acquisition. This notice is a request for quotations. Interested parties may identify their interest and capability to respond to the requirement or submit a quotation. Responses should include a company name, point of contact, address, phone and fax numbers, email, and applicable company product literature. All responses and quotations received before the closing date and time of this announcement will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to proceed with award of the procurement as outlined herein is solely within the discretion of the Government. The Government shall not reimburse interested sources for any information provided nor return any information provided. No bid and quotation costs will be reimbursed for any offeror. No request for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. The Government reserves the right to process this procurement as a action based on the responses received. See Attached RFQ.
