Solicitation N00421-22-T-0016 is issued as a synopsis/solicitation. Products must be King Nutronics Corp., the Original Equipment Manufacturer (OEM) under the authority of FAR Part 12, FAR Part 13 and this RFQ is a Total Small Business Set-Aside authority of FAR Part 52.219-6. King Nutronics Corp., is the Original Equipment Manufacturer (OEM) and has all required equipment. Only the OEM can provide the listed part numbers that have been certified for use in the NAVAIR METROLOGY CALIBRATION (METCAL) PROGRAM. The listed P/N’s are used for their capabilities, ranges and the mating requirements for the Test Instruments (TI’s). As such, the above listed P/N’s and all of their internal – external components are only available from King Nutronics. Due to Manufacture lead-time and procurement process the METCAL program stocks units to ensure limited downtime of its Fleet. King Nutronics has proprietary rights to the design, engineering and documentation of the parts being ordered. If King Nutronics does not provide the required part(s), compatibility and interchangeability problems could occur in the performance and accuracy of other internal parts and overall function of the 3688 Air Data Calibrator. If these cage assemblies, filters, solenoid valves, power supplies, and touch display assemblies are not replaced, all scheduled workload will continue to be in backlog which effects Fleet Readiness. These models are being procured for the use with NAVAIR workload Instrument Calibration Procedures (ICP's) and hundreds of test instruments for the calibration of air data test sets, cabin leakage testers, pitot static test set, low pressure pneumatic gauges, and other applicable aircraft cabin instruments All calibration activities now utilize the same calibration equipment/standards/techniques to support similar workloads and cannot be deviated or substituted. This has minimized the number of calibration procedures used Navy-wide, reduced the training requirements, caused fewer interface problems between equipment, reduced calibration time and improved compatibility between calibration laboratories. Only the OEM can provide the above part numbers that have been certified for use in the NAVAIR METROLOGY CALIBRATION (METCAL) PROGRAM. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. Estimated Delivery Date After Receipt of Order This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes received by 12:00 pm est., on 14 June 2022. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government.
