Eduworks Corporation has the unique qualifications in support of the PeBL Primer eBook under the authority of FAR Part 12, FAR Part 13 and this RFQ is a Total Small Business Set-Aside authority of FAR Part 52.219-6. No other vendor possesses the skill set needed to complete the tasks to our specifications, specifically building an interactive e-book that is instrumented with the xAPI specification, that has an interfacing capability to a Learning Record Store, expertise to craft a pedagogically sound PeBL e-book, and has bookshelf hosting ability and quality. Vendor is uniquely qualified as they are the creators of the xAPI specification and extensions for which we intend to employ. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. However, the Government will consider all quotes received by 12:00 pm est., on 29 Oct 2021. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government.
