This procurement will address Phase 1 System Design. The goal of Phase 1 is to design a system that can be fabricated, installed, and commissioned. The HeDS Test Facility is located on Naval Air Station Patuxent River. The HeDS facility tests integrated drive systems of multiple helicopter platforms. The aircraft gas turbine engines are the system driver, while other systems simulate the loads a helicopter drive system will experience during operation. Place of performance: 90% Contractor site; 10% Government site at the Propulsion Systems Evaluation Facility (PSEF), Bldg 2360 22229 Elmer Road, Patuxent River, MD 20690
