Question 1: Is this a brand new contract or is there a current incumbent for this contract? Government Response: Altair Engineering is the current contract holder as they are the Sole provider of Licensing. All quotes/responses shall be submitted via email to Johnny.e.Smith.civ@us.navy.mil and Roberta.m.nethercutt.civ@us.navy.mil no later than 23 Mar2022 4:00 PM EST. Due to limited ability to respond to mail in bids or voicemail requests, we request that any questions Concerning Solicitation N00421-22-Q-0200 be emailed to Johnny.E.Smith.civ@us.navy.mil and Roberta.M.Nethercutt.civ@us.navy.mil. Solicitation N0042122Q0200 is issued as an intent to sole source. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with ALTAIR Engineering Inc., Software License, under the authority implemented by Federal Acquisition Regulation FAR Part 13. Offerors must be registered in SAM.GOV database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.SAM.gov. ***Basis for Award*** This is a firm fixed-price procurement; therefore, the offeror’s initial offer should represent the vendor’s best quote in terms of price and technical acceptability. All interested parties MUST submit a quote no later than 23 MAR 2022 4:00 PM EST. Award will be made to the vendor that submits the lowest, firm fixed price quotation that meets all requirements contained in the SF-18 under the descriptions in CLINS 0001. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 23 MAR 2022 @ 4:00 pm Eastern Standard Time will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received. ***Instructions to Offeror’s*** Offers must complete the certification in Section K of this solicitation, 52.209-11, Representation by Corporation Regarding Delinquent Tax Liability or a Felony conviction under any Federal Law. All offers must complete FAR 52.204-26 within SAM. If 52.204-26 Section K is completed as “does not” for provision and use of the prohibited equipment and services, FAR 52.204-24 Section K would not be completed and submitted separately as part of the offer per direction within FAR 52.204-24 itself. If FAR 52.204-26 includes “does” for either provision or use, FAR 52.204-24 Section K is required to be completed and submitted as part of the proposal.
