Solicitation N00421-20-T-0007 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit the proposed purchase order as a Sole Source with College of Southern Maryland (CSM). Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This is a firm fixed-price procurement; therefore, the offeror’s initial offer should represent the vendor’s best quote in terms of price and technical acceptability. Your quote will only be evaluated on the information provided. The requirement is for the maintenance of a workforce development process that provides NAWCAD with a pipeline of mechanical (ME) and electrical engineering (EE) undergraduates. Under this process, students join the NAWCAD workforce as Interns and convert to fulltime engineering positions upon graduation and fulfillment of all Intern program conditions. The College of Southern Maryland (CSM) is the only educational institution that supports the tri-county southern Maryland area with an engineering Associates degrees relevant to an ME end EE educational pathway. In addition, CSM maintains an Educational Partnership with NAWCAD, and an Articulation Agreement with the University of Maryland (UMD). The Articulation Agreement facilitates the transfer of qualified engineering graduates from CSM into the Clark School of Engineering at UMD. This two-step program of study (CSM, AA degree, UMD BS degree) is an essential part of NAWCAD's engineering recruitment and retention strategy. Because of its unique location and connection to the local community, CSM executes the first step by promoting the program to area students. CSM then educates and assists the students in reaching the second step of the process. It is CSM's recruiting end advising process that provides NAWCAD with e locally cultivated technical workforce. Other institutions have Articulation Agreements with UMD. However, none of these schools has the regional connection that CSM offers; CSM's process attracts students to the Intern program and prepares them for the transition to NAWCAD and UMD. This process has resulted in a high degree of retention of technical staff. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However all quotes received by 4 December 2019 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
