This is a NOTICE OF INTENT to procure Calibration Standards (CALSTDs) and ancillary equipment for Aviation Fleet Intermediate Calibration Activities, fleet training activities, and Aviation Navy Calibration Laboratories (NCLs) to support Aviation Organizational and Intermediate level maintenance asset. This requirement is advertised as SOLE SOURCE. The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to award a Firm-Fixed Price (FFP) contract, on a sole source basis, to Rohde & Schwarz USA, Inc., 6821 Benjamin Franklin Drive, Columbia, MD, 21046, for this procurement. The statutory authority permitting other than Full and Open Competition is USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and 13.5 will be utilized for this commercial acquisition. Solicitation N0042120R0100 is hereby provided as attachment (1). Delivery Date: Delivery shall be no later than 5 weeks after award of contract. Invoicing: All invoicing shall be submitting into Wide Area Workflow for payment after ALL material is received in the condition as stated. Place of Delivery: The items above must be delivered to the following address: COMMANDER, NAVAIR Calibration Standards, MCAS, Attn: Lou Cerrillo, (UIC N48535) Building 612, Bay 9, Beaufort, SC 29904. This notice is not a request for competitive proposals. All responsible interested parties may submit a capability statement by 4:00 p.m. on 04 November 2019 via e-mail to linda.loving@navy.mil. Capability Statements will be considered solely for the purposes of determining whether to conduct a competitive procurement. The Government shall not reimburse interested sources for any information provided nor return any information provided.
