The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with Sora Power Inc for items listed, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b). Sora Power is a small business and the Original Equipment Manufacturer (OEM) of these components, which have been custom-designed to project specifications. They are the designer, manufacturer and provider of their equipment, which limits competition. Offeror’s must be registered in the System for Award Management Registration (SAM) database prior to submission of an offer to be considered for award of any DoD contract.
