The Government intends topurchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with Parraid, LLC, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b). Parraid, LLC is the only manufacturer capable of meeting the necessary requirements of the RIS system due to them being the only company to have access to the source code required to install the upgrade.
