This is a combined RFI/Sources Sought/Notice of Intent issued in accordance with FAR Part 5.203 on behalf of the Naval Air Station, Patuxent River, MD. This requirement is for ePower Annual Software Maintenance and support. This requirement will include Annual Software Maintenance for 7,200 ePower Workflow Activator User Licenses and Annual Software Maintenance for 10,000 integrated licenses of Open Text Document Management Software Component. The Department of Navy intends to negotiate a sole source procurement with Northrop Grumman Systems Corporation, located at 2340 Dulles Corner Blvd, Herndon, VA, 20171, under authority of 10 U.S.C. 2304(c)(1). Northrop Grumman Corporation is the sole provider for ePower software and maintenance. The brand name requirement is based upon the need to manage Business Process Management solutions effectively, using the latest upgrades for better efficiency in organization and integration. The ePower software product is integral to Naval Air Systems Command's (NAVAIR's) Information Technology (IT) systems and any break in service for ePower software and support would severely affect all of the NAVAIR users that use the ePower Software to perform their daily business processes and complete their tasking. The NAICS code for this acquisition is 511210 Software Publishers. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
