This is a Presolicitation Notice issued in accordance with FAR Part 5.203 on behalf of the Naval Air Station, Patuxent River, MD. This requirement is for Automated Data Capture System (ADCS) software application and maintenance support services. ADCS is presently located and utilized at all Industrial Fleet Readiness Centers (FRCs) and FRC Field Activities. The Department of Navy intends to negotiate a sole source procurement with CACI, located at 14370 Newbrook Drive in Chantilly, Virginia, under authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. In 2004, CACI acquired American Management Systems (AMS) with exclusive rights to the ADCS application. The ADCS application is a single-point transactional source data capture system that collects failure data, repair details, and labor/material requirements for defects discovered during inspections of airframes, engines, and components at the FRCs. The ADCS software application is essential to enable core maintenance, repair, and overhaul capabilities within Naval Aviation industrial repair facilities, for supporting authoritative source data for engineering analysis, and the development of failure management strategies. Any break in service for ADCS software and support would severely affect all Navy and Marine Corps commodities that undergo maintenance repair at Naval Aviation industrial repair facilities. Therefore, no other source would meet the Navy's requirements without negative operational and financial impacts. The NAICS code for this acquisition is 541990 All Other Professional, Scientific, and Technical Services. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
