This is a NOTICE OF INTENT is for the procurement of Meteorology instruments for NAVAIR Organic Coatings Laboratory to support material testing to higher standards within the laboratory. This requirement is advertised as a Firm-Fixed-Price contract action on a sole source basis to Atlas Material Testing Technology L.L.C., 1500 Bishop Court, Mount Prospect, IL 60056. This procurement will provide accelerated weathering exposure to a variety of samples. The procedures of FAR Part 13.5 and Part 12 will be utilized for this commercial acquisition. The Government intends to award a Firm-Fixed Price contract, on a sole source basis, to Atlas Material Testing Technology L.L.C., 1500 Bishop Court, Mount Prospect, IL 60056, for this procurement. Atlas Material Testing Solutions is the Original Equipment Manufacturer (OEM) of the equipment being requested. This test equipment is currently required for work performed under a number of funded research efforts and is necessary to maintain the ability to perform qualification testing. This test equipment is the only known viable commercial option to meet the requirement. The statutory authority permitting other than Full and Open Competition is USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The requirement will include the following: P/N 00000726, Ci5000 Weather-Ometer, (Qty. 2) P/N 90000031, Customer Care Program, 1st year, No Charge (Qty. 1) P/N 90000012, Ci5000 Weather-Ometer Workshop, No Charge within 13 mo., Qty. 1 P/N 21000166, Supply Package, 4kHR S/S Ci5000 [PK], (Qty. 1) The delivery date is approximately 12 weeks after contract award. All responsible interested parties may submit a capability statement by 4:00 p.m. on 15 May 2019 via e-mail to crystal.ashton@navy.mil, which will be considered solely for the purposes of determining whether to conduct a competitive procurement. The Government shall not reimburse interested sources for any information provided nor return any information provided.
