Solicitation N0042119R0084 is issued as a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Supplies and services include SLICwave licenses, maintenance, and technical services. The Government intends to purchase SLICwave software suite (SLICwave server modules, SLICwave user seats, SLICwave 0007 user seats, SLICwave S1000D user seats, SSO server modules, and ITK server modules) on a firm fixed-price basis with technical services/software support purchased on a cost reimbursement basis. The Government intends to solicit and negotiate the proposed contract on sole source basis with Integrated Support Systems, Inc. (ISS) under the authority of FAR Part 12, FAR Part 13. The Government does not possess the technical data and/or the rights necessary to competitively award a contract for this requirement. ISS is the Original Equipment Manufacturer (OEM) and developer of the SLICwave software and is the sole supplier for United States customers. ISS possess the requisite knowledge and expertise required to satisfy the Government's minimum requirements in an expeditious manner, without impacting cost and schedule (18 June 2019 to 17 June 2020; delivery to Building 120, Room 136, Joint Base MDL, NJ 08733). This notice of intent is not a request for competitive proposals, however, all responsible sources who are authorized distributors may submit a proposal or quotation which will be considered by the agency.
