The Government intends to solicit and negotiate the proposed contract on a sole source basis with Convergent Performance, LLC under the authority of FAR Part 12 and FAR Part 13. The Government intends to issue a firm fixed-price contract with a cost reimbursable travel CLIN as a result of this solicitation. The Offeror must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. SAM registration may be accomplished electronically at http://www.sam.gov/vendor.cfm. SEE ATTACHED RFQ Offers must complete the attached certification in Section K of this solicitation, 52.209-11, Representation by Corporation Regarding Delinquent Tax Liability or a Felony conviction under any Federal Law. Please complete certification and provide with your offer. This notice of intent is not a request for competitive proposals; however, all proposals received by 1200 Eastern Time, 19 February 2019 will be considered by the Government. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government.
