The Naval Air Warfare Center Aircraft Division (NAWCAD), AIR 2.5.1.5, Patuxent River, MD, intends to award a sole source Firm-Fixed Price (FFP) contract, Brand Name Specific (BNS), for Calibration equipment from Keysight Technologies INC., 9780 S Meridian Blvd, Englewood CO, 80112. The statutory authority permitting other than full and open competition is USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies of services will satisfy agency requirements. The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial acquisition. This procurement is for calibration equipment that is utilized by NAVAIR calibration laboratories. Interested parties may identify their interest and capability to respond to the requirement or submit a quotation. The Government will consider all responses and proposals delivered before the closing date and time of this announcement. Responses should include company name, point of contact, address, phone and fax numbers, email, and applicable company product literature. Information received will be considered solely for determining whether to conduct a competitive procurement. The determination to proceed with award of the BNS contract is solely within the discretion of the Government. The Government shall not reimburse or return information provided by interested sources. No request for capability briefing will be honored as a result of this notice and any other information provided will not be used as part of any subsequent solicitation requirement. The Government reserves the right to process this procurement as a BNS action based on the responses received. The anticipated award date is 30 August 2019. The delivery date will be 8 weeks after date of contract award. Offerors must ensure that their company/business is registered with the System for Award Management (SAM).
