The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on brand name basis with ROHDE & SCHWARZ, authority of FAR Part 12, FAR Part 13. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov/vendor.cfm. SEE ATTACHED RFQ ALTHOUGH NOT SET-ASIDE FOR SMALL BUSINESS; "REASONABLE" OFFERS FROM SMALL BUSINESS OWNERS WILL BE THE PRIORITY FOR CONSIDERATION. Offers must complete the attached certification in Section K of this solicitation, 52.209-11, Representation by Corporation Regarding Delinquent Tax Liability or a Felony conviction under any Federal Law. Please complete certification and provide with your offer Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by April 19, 2019 will be considered by the Government. Delivery must be completed by September 30,2019. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Vendor MUST provide authorized repair facility. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.
