The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on Full and Open basis, under the authority of FAR Part 12, FAR Part 13. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov/vendor.cfm. This procurement is a total set-aside for small business under the authority of FAR Part 52.219-6. This notice of intent is not a request for competitive proposals. However, all proposals received by April 16, 2019 will be considered by the Government. Delivery must be completed by May 01, 2019 or sooner. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received. STATEMENT OF WORK 60’ Articulating High Lift 1.0 Scope: AIR-4.5.5 Radar and Antenna Systems Division, Facilities for Radar Cross Section (RCS) and Antenna Measurements (FARM) has full scale airframe models that are used in three of their outdoor facilities. These models are mounted right side up or upside down on large positioners approximately 42 feet above the ground and require the use of two (2) Articulating Boom Lift. This platform provides capabilities for conducting measurements of various antennae systems mounted on partial to full size airframes at the three outdoor ranges. This Statement of Work (SOW) covers the minimum essential services to be provided by the contractor. The contractor shall provide all the resources required in order to satisfy the requirements of this SOW. 2.0 Background: The 4.5.5 Radar and Antenna Systems Division of the Naval Air Warfare Center Aircraft Division Facilities for Antenna and RCS Measurements (FARM) provides capabilities for conducting measurements of antenna systems mounted on partial to full scale airframe models at the three outdoor ranges. The Articulating Boom Lift is used to perform required aerial work during installation, testing and de-installation of equipment, cables and maintenance. The FARM presently has one (1) aerial work platform that is inoperative. 3.0 Requirements: 3.1 The contractor shall supply two (2) Articulating Boom Lift that allow user full access to work area that. The requirements are: 3.1 360 degree rotation capability 3.2 Platform must have a capacity of at least 500 pounds 3.3 Horizontal outreach of at least 39 feet 3.4 Platform height of at least 60 feet 3.5 Up height of at least 26 feet 3.6 Suited for 24/7 exposure to an outdoor environment 3.2 If a repair or maintenance is required on the rented equipment, the contractor shall complete the repair or maintenance within 2 business days of initial call to company. 3.2.1 In the event that the repair or maintenance is unable to be completed within 2 business days, the contractor shall provide a replacement Articulating Boom Lift within 3 business days from the receipt of call. 3.2.2 If a replacement is required and not delivered within this time, for each business day an additional day shall be added to the end of the Period of Performance at the contractor’s expense. 4.0 Base Access: Government will provide access for the equipment to be delivered during normal working hours. A representative of the Government will be present at all times at the site while service is being performed by the contractor. Contractor personnel shall not enter or remain at the facility in the absence of a Government representative. If not already completed, the Contract shall complete the NAVAIR Base Access Form and submit to the Government Technical Point of Contact (TPOC), upon award of the contract. The Contractor shall allow five (5) business days for the Government to process each NAVAIR Base Access Form, prior to the required performance date(s). No foreign nationals shall be permitted on the Naval Air Station under performance of this contract. 5.0 Deliverables Contractor shall deliver the following rental equipment to NAVAIR, 2194 Priester Road, Patuxent River, MD 20670. Delivery date is based on Days After Contract award (DAC). Deliverable Delivery Date Two (2) sixty (60) foot Articulating High Reaches three (3) days after contract award Maintenance & Service Ad-hoc, available up to one (1) year after contract award 6.0 Period of Performance The period of performance shall be for one (1) year after award of the contract.
