The Naval Air Warfare Center Aircraft Division (NAWCAD) awarded a sole source, cost plus fixed fee order under Basic Ordering Agreement (BOA) N00421-15-G-0001 to Sierra Nevada Corporation (SNC), Sparks, NV for tasking on the Landing System Upgrade Program (LSUP) Block V to include the PPC7D replacement, Real Time Operating System (RTOS) update, Software Re-architecture, FMECA, Maintenance LAN, Algorithm Updates, Improved BIT Capability, Unit 19 qualification testing, System Documentation, and SETR support. The evaluation, design, development and test efforts shall include the total ACLS system in the latest configuration to include all interfaces. This acquisition was pursued on a sole-source basis under statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. This effort is covered under the Class Justification and Approval (CJ&A) number 17_0379, dated 17 November 2017.
