The following notice is published for informational purposes only. This is not a request by the Government for submittal of proposals or quotes of any kind. The Government intends to issue, on a Sole Source basis, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Leonardo MW Ltd located at 2 Crewe Road North, Edinburgh, EH5 2XS. This procurement is for material, engineering, and sustainment support for the Vixen 500 Active Electronically Scanned Array (AESA) Radar which is installed on the United States Navy Test Pilot School (USNTPS) C-26 aircraft for training with the Airborne Systems Training and Research Support (ASTARS) system. The resultant contract will be primarily Firm Fixed Price with a Five year ordering period. The IDIQ contract will have a FFP Over & Above CLIN to incorporate manufacturer radar upgrades, a CPFF Labor CLIN for ASTARS engineering support & radar system troubleshooting, a COST Travel CLIN and a Not Separately Priced CLIN for the Contract Data Requirements List (CDRLs) using negotiations on a sole source basis in accordance with FAR Part 15 procedures. As Sources Sought was posted on Federal Business Opportunity on May 15, 2018, only one response was received. Therefore, FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) is the authority under which sole source will be used. Leonardo is the only company that has the technical support to the Vixen 500 AESA Radar. This radar system has specific components such as the antenna, processor, power supply, navigation unit, liquid cooling unit and inertial measurement unit (IMU) that can be procured from the original equipment manufacturer (OEM) or repaired by an authorized vendor. Leonardo has the required technical data and specialized test equipment to evaluate, troubleshoot, repair and calibrate the Vixen 500 radar components. With Leonardo being the OEM, they can provide technical support to the US Navy Test Pilot School to include access to replacement parts on the Vixen 500 radar. This agreement benefits the Government because as Leonardo is the OEM, it is critical that the radar system be maintained to support the test pilot school to ensure test pilot students complete their training syllabus to become qualified Test Pilots, Test Flight Officers and Test Project Engineers. Under FAR 6.302-1, Leonardo is the only source that has the technical data, knowledge, experience, and capability necessary to fulfill the Government's need and meet its requirements within the defined schedule. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
