This Sources Sought is for market research only and does not constitute an RFP/RFQ or a commitment; NAWCAD Patuxent River, Maryland seeks to identify sources capable of manufacturing and delivering the Survival Vest Improvement System (SVSI). SVSI includes a new survival vest, VIPER, and a low-profile Life Preserver Unit, Serpent; VIPER is a NAVAIR-owned design incorporating a Bunker Supply SBIR armor release system, while the LPU Technical Data Package is owned by Switlik Parachute Company. Interested respondents must detail their capability, experience manufacturing similar equipment and Critical Safety Items, relevant past performance if available, and production capacity, with anticipated quantities of 260 to 1543 annually and potential to go higher. The Government anticipates a solicitation for a five-year IDIQ in Fiscal Year 2027 and will provide a TDP with the solicitation in FY27 for the vest, but does not possess or own data rights necessary to distribute for the LPU.
