The Naval Air Systems Command intends to award a sole source contract to Exodynamics for comprehensive engineering support for Next Generation Cartridge Actuated Devices and Propellant Actuated Devices. This contract covers product improvement, systems engineering, process engineering, system safety, in-service engineering, program management, and analytical/organizational assessment. The sole source action is justified under FAR 6.302-1 because Exodynamics was the only respondent to the earlier sources sought notice that demonstrated the required expertise in energetic materials, CAD/PAD industrial base knowledge, and failure mode investigation. Interested firms that believe they can meet the requirements may submit a capability statement with clear and convincing evidence of equivalent expertise. The government will consider these responses solely to determine whether to conduct a competitive procurement.
