The Naval Air Warfare Center Aircraft Division (NAWCAD), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a sole-source, Cost Plus Fixed Fee (CPFF) Delivery Order (DO) under Basic Ordering Agreement (BOA) N00421-21-G-0005 to Rockwell Collins, Inc., 400 Collins Rd. NE, Cedar Rapids, IA 52498-0505 to integrate TSV Suite A, and B functionality and IW in conjunction with software updates to the respective radios software (SW) version 7 to version 8, and modifying the Block II AVC-4712 and CDU (AFD-3210) software supporting the E-2D aircraft. This effort will support software updates with the AVC-4712 and AFD-3210 to interface with the GEN 5 radios Cryptographic Modernization (CM). Effort includes any updates necessary to the existing Software Development Stations (SDSs), hereafter called Test Stands, for software development and testing. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer and Original Equipment Manufacturer (OEM), Collins is therefore the only company that has the ability, resources, technology and documentation necessary to modify, develop, produce, maintain and support these systems. THIS SYNOPSIS IS NOT A REQUEST FOR PROPROSAL. This notice outlines the Government’s intent to contract on a sole source basis with Rockwell Collins, Inc. No contract will be awarded on the basis of offers received in response to this notice. Pursuant to FAR 5.207, all responsible sources may submit a capability statement, which may be considered by the agency.
