The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to negotiate a Cost Reimbursement type contract on a sole source basis with Sierra Nevada Company (SNC) in Colorado Springs, CO. This contract is to provide Field Service Representation services for the Counter-Unmanned Aircraft Systems (C-UAS) in support of the Ukraine Navy. FSRs include Engineers, Maintenance Technicians, other technical assistance and reach back support for various systems deployed in Eastern Europe under the North Atlantic Treaty Organization (NATO). Tasking will be performed both in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) in support of Ukraine Navy Building Partner Capacity (BPC) case KA-P-LDE under product service code L015. This action is intended to be awarded on a sole source basis to Sierra Nevada Company under the authority permitting other than full and open competition, Title 10, U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements" because SNC is the current manufacturer and system integrator for the C-UAS system that is integrated into the L3 Harris’s VAMPIRE system. SNC is the only known source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, and technical data required for the production of the C-UAS system.
