THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be a bridge contract that will provide Contracted Air Services (CAS) High Endurance Electronic Warfare Jet (HEEWJ) Services consisting of contractor owned and contractor operated (COCO) aircraft to support Fleet air training and certification events. NAWCAD intends to award a Single Award/Indefinite Delivery Indefinite Quantity contract that allows for Firm Fixed Price orders to Aery Aviation, LLC (Aery). The anticipated ordering period for issuing task orders will be twenty-four (24) months, made up of a twelve (12) month base period and four (4) three (3) month option periods. Please be advised that the Government is in the process of competitively awarding two (2) separate follow-on efforts to meet the fleets requirements: (1) Electronic Warfare (EW) Jet Services; and (2) Stand-Off Jamming (SOJ) Jet Services. Both recompete efforts have a Capability Establishment or Stand-up period phase of up to 24-months. These Capability Establishment or Stand-Up periods consist of the time required for finalizing third-party aircraft procurement and lease agreements, obtaining Federal Aviation Administration airworthiness certificates, Navy Interim Flight Clearances (IFC), issuance of aircraft tail-number specific fuel cards, hiring of required workforce personnel, receiving Common Access Cards (CAC) as required, and executing Memorandums of Agreement (MOAs) for strategic locations supported by the CAS contract aircraft. At this time, Aery is the only source that can continue to provide HEEWJ services without an unacceptable delay or interruption to the Fleet. This bridge contract action will mitigate the availability risk of performance in meeting the Fleet’s HEEWJ requirements until the two, planned awards are executed and CAS service provider(s) are operational and available for scheduling.
