The Commander, Naval Air Warfare Center Aircraft Division (NAWC-AD) Patuxent River, MD and the Naval Undergraduate Flight Training Systems, PMA-273, located at Naval Air Systems Command (NAVAIR), Patuxent River, MD are conducting a Market Survey of Industry to determine potential interested sources that have the skills and experience required to provide all non-recurring engineering, design and development, engineering, prototypes and related support for the T-45 Goshawk Aircraft’s (AC) 800VA Static Inverters . This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to best determine the potential sources and their technical capabilities for the T-45 800VA Inverter . The result of this market research will contribute to determining the method of procurement. Only interested firms who believe that they are capable of providing the supplies and services above and can meet the requirements are invited to respond to this notice. Program Background: The T-45C Goshawk AC is powered by two static inverters which are connected in parallel supplying the essential and non-essential AC buses. Current electrical power is provided by two 500VA or 600VA (non-interchangeable) static inverters (henceforth, “legacy inverter”). This legacy design uses dated components and assembly techniques now superseded in modern aircraft designs. PMA-273 intends to replace the T-45C legacy inverters with a modernized unit (henceforth “new inverter”) in order to enhance the reliability, capability and maintainability of current T-45C inverters, providing additional power capacity that will support future avionic upgrades, reduce mean time between failures for continuous flight hours and provide improved fault isolation to reduce maintenance time. Requirements: 1. This 800VA Inverter effort will establish the design, development and qualification requirements to replace the 600VA Inverter that is solely designed/developed by General Electric (GE) Aerospace and is currently being utilized by the T-45C. This effort encompasses the following support and deliverables required for the successful execution and completion of the effort: a. System Engineering Technical Reviews, to include, but not limited to, System Requirements Review, Preliminary Design Review, Critical Design Review and multiple Program Management Reviews at locations TBD. b. Multiple qualification and test events at locations TBD. c. Production and delivery of 13 prototype units to support test events d. Provide contract deliverables (CDRLs) per terms and conditions of the contract, to include a technical data package (TDP), analyses and test plans/reports 2. The 800VA Inverter shall maintain the same form envelope and aircraft interfaces as the legacy 600VA Inverter. 3. The 800VA Inverter shall be a convection-cooled unit that shall convert 28 VDC input power into 115 VAC and 26 VAC single-phase electrical output power at 400 Hz up to a nominal continuous total power delivery of 800VA, conforming to MIL-STD-704A. 4. The 800VA Inverter shall integrate into the force face of the outside casing and display a fault indication light and provide a manual fault reset switch to satisfy MIL-STD-1472H. 5. The 800VA Inverter shall be capable of accepting both normal and emergency input power. 6. Design the 800VA Inverter to have a predicted mean time between failure (MTBF) of ?6,900 hours 7. Design the 800VA Inverter with the max operating temperature metrics: 40°C to +67°C and with a temperature range of -40°C to +71°C for 30 minutes in extreme conditions. 8. The inverter shall also be compatible with two 24 VDC batteries connected in parallel (Note: USN presently limits battery reactants to lead-acid due to system safety concerns), various 115 and 26 VAC loads, and a pair of diodes isolating the Generator Bus from the Essential Bus. Inverters shall be synchronized to provide continuous load, shall one fail the other will provide back-up power. Market Research: The interested parties are required to demonstrate that they have the capability to produce the T-45 800VA Inverter in accordance with the specifications identified in the above paragraphs,. Interested vendors shall submit responses by email to the Contract Specialist, Mr. Brandon Snow at brandon.m.snow4.civ@us.navy.mil with copies to the Contracting Officer, Ms. Kathleen Dougherty at kathleen.c.doughtery.civ@us.navy.mil. The capability statement package (no more than ten (10) single-sided 8.5 X 11 inch pages, font no smaller than 10 point) should demonstrate the ability to provide the requirement as listed above. All responses shall include Company Name, Company Address, Company Business Size as it relates to NAICS 336412 Current Small Business Status, Company CAGE Code, Company Unique Entity Identifier (UEI), other NAICS code(s) and Points-of-Contact (POC) including name, phone number, and email address. Classified material SHALL NOT be submitted. All proprietary or corporate data received shall be clearly identified and will be protected from release to sources outside the Government. Any resulting contract is anticipated to have a security classification level of controlled unclassified information (CUI) at time of contract award for personnel and facilities clearances. One electronically submitted response shall be received no later than 4:00PM ET on 29 February 2024 and reference: N00421-24-RFPREQ-TPM273-0265. Responses to this request may not be returned. The Government is under no obligation to consider information received after the required due date as part of the formal market research for this acquisition.
