This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Naval Air Warfare Center, Aircraft Division (NAWCAD), Patuxent River, Maryland is requesting information and conducting market research to identify and determine if there are potential sources which have the capabilities to address the A/P22P-14A and A/P22P-14B JSAM respirator pusher fan lithium battery packs obsolescence issue. The lithium battery pack has been withdrawn from sale and is no longer available for purchase through the original equipment manufacturer (OEM), 3M. As part of its market research PMA202 is issuing this Sources Sought to determine if there are interested contractors capable of providing the requirement. To be qualified, items will need to be tested with NAVAIR’s Joint Service Aircrew Mask (JSAM) Tactical Aircraft (TA) approved configuration. The Government may use the responses to this Sources Sought for information and planning purposes. This Sources Sought is only for the purpose of identifying potential sources as part of NAVAIR – PMA 202’s market research. Responses to this Sources Sought are not quotes for which NAVAIR – PMA202 can issue any contract. This Sources Sought is issued for information and planning purposes only and does not itself constitute an RFP or RFQ. The Government does not intend to award a contract vehicle based only on responses to this Sources Sought. All information received in response to this Sources Sought marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the Sources Sought will not be returned. Responders are solely responsible for all expenses associated with responding to this Sources Sought. NAVAIR – PMA202 will not pay for information received in response to this Sources Sought. Do not submit pricing information in response to this Sources Sought. Interested sources shall provide a response detailing their capability to provide an A/P22P-14A and A/P22P-14B JSAM respirator pusher fan compatible battery solution. Size dimension information can be found by referring to NSN 6135-01-426-8282. This will be a one time procurement of approximately 2,000 units. Period of performance is anticipated to be three months from contract award and be Berry Act compliant. The current battery solution is NSN 6135-01-426-8282. The Government does not possess or own data rights necessary to distribute for this effort. Any interested parties MUST copy all parties listed below. Also please note telephonic responses WILL NOT be accepted. It is not the Government's intention to provide written responses to all questions asked. However, if the Government finds a question would benefit all interested parties, the question and response will be shared through the Government-wide point of entry (GPE) SAM.gov/Navy Electronic Commerce Online. Information contained in the white papers received as a result of this request is expected to be sensitive and/or proprietary to the responding company and will be protected as such. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosures; however, it is incumbent upon the respondent to appropriately mark all submissions. In order to complete its review, NAVAIRSYSCOM must be able to share the information within the Government and any responses marked in a manner that will not permit such internal Government review may be returned without being assessed or considered. This notice is not a request for a quote, a request for proposal, or an invitation to bid; nor is this to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract; nor does it restrict the Government to a particular acquisition strategy or approach. The Government will not reimburse or pay for any information submitted in response to this announcement, any costs associated with participation in any meeting associated with or resulting from this announcement, or any follow-up information requests. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. Please be advised that all submissions become Government property and will not be returned. All costs associated with responding to this notice will be solely at the responding party’s expense. The Government will not accept unsolicited proposals submitted in response to this notice. A solicitation for this effort may be issued in the future. Small businesses are encouraged to provide responses to this notice in order to assist the Government Team in determining potential levels of competition available in industry.
