The Naval Air Systems Command intends to negotiate and award a sole source firm fixed price contract to Elbit Systems, Holon, Israel to procure AN/URT-140 Radio Beacons to support Kuwait F/A-18E/F aircraft production. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer, manufacturer, and supplier of the AN/URT-140 Radio Beacons, only Elbit Systems has the requisite knowledge, technical expertise, required technical data, production tooling, facilities, and experience necessary to support engineering, manufacturing, testing, and logistics tasks associated with the AN/URT-140 Radio Beacons. The Government does not possess adequate data or the rights necessary to competitively award this requirement.
