Naval Air System Command (NAVAIR), Naval Air Station (NAS) Patuxent River, MD, intends to negotiate and award a Low-Rate Initial Production (LRIP) contract to Collins-Elbit Vision Systems, LLC (CEVS) on a sole source basis in support of the Improved Joint Helmet Mounted Cueing System (IJHMCS) Program. The contract requirements are to procure Helmet Mounted Displays (HMDs) (approximate quantity of 50), Aircraft Modification Kits (approximate quantity of 50), and Peculiar Support Equipment (approximate quantity of 5), associated with the Joint Helmet Mounting Cueing System (JHMCS) for Block III F/A-18E/F and EA-18G aircraft to reduce head supported weight and improve helmet center of gravity (CG). This effort will also provide the Government with technical manuals for future internal repair capabilities of production assets and support equipment. Work shall be completed within 26 months of contract award, anticipated for June 2025. The contract will also contain options to include the production of additional HMDs (approximate quantity of 100), Aircraft Modification Kits (approximate quantity of 100), Peculiar Support Equipment (approximate quantity of 6), and repairs at the contractor facility for production assets and support equipment. The proposed contract actions for the procurement are those for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2), “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, and manufacturer of the JHMCS, only CEVS possesses the requisite knowledge, technical expertise, required technical data, resources, and experience necessary to fulfill the requirements of this effort. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought.
