This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. This announcement constitutes the only solicitation and a written solicitation will not be issued. The Government will consider other bids. This requirement is being synopsized as a small business set aside under the North American Industry Classification System (NAICS) code 334513, and PSC Code 6635. ****NOTE: The required fill-in provisions 52.204-24 and 52.204-26 attached to this post must be filled in and returned with your quote to be considered for award. **** The Naval Air Warfare Center- Aircraft Division (NAWCAD) at Patuxent River, MD announces its intention to procure, on a Sole Source (SS) basis to Compass Instruments 1020 Airpark Drive Sugar Grove, IL 60554. The contractor shall provide a PCS Instruments Automated BOCLE System which conforms to ASTM D5001-19e1 and meets Propulsion and Power Engineering Information Technology requirements necessary for use within PSEF. The BOCLE unit shall meet the following requirements: The unit shall be capable of performing a standard lubricity evaluation test at the following operating conditions: Heat the fluid temperature to 25°C Condition the air to 10% relative humidity Maintain a cylinder rotation speed of 240rpm for the duration of the test The unit shall come with all test hardware needed to complete a standard test per ASTM D5001, excluding consumable items. The unit shall be conform to the following specifications to allow operation in the Room 56 Test Cell: 14"h x 20"w x 20"d 120 V, 60 Hz with US plug The unit shall be provided with a technical manual and operating instructions. The unit shall be new and come with a calibration certificate. Additionally, the Contractor shall perform the following: Deliver an PCS Automated BOCLE System without consumables, accessories, software, and spare parts Ship all materials to the Government and provide all materials as FOB destination Support any additional required software installation or IT configuration The BOCLE unit shall be delivered to NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION ATTN: CHRISTOPHER NGUYEN 22229 ELMER RD, BLDG 2360, UNIT 4 PATUXENT RIVER, MD 20670
