The Naval Air Systems Command intends to negotiate and award a sole source, firm-fixed price contract with Martin-Baker Aircraft Company, Ltd. (MBA) of Higher Denham, United Kingdom the sole designer of Navy Aircrew Common Ejection Seat - P/N: MBEU148422-1, MBEU148423-1 and MBEU148424-1 to convert MBEU148422-1 single NACES seats into NACES front and rear seats MBEU148423-1 and MBEU148424-1 respectively. The proposed contract actions for the procurement are those for which the Government intends to negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
