The Naval Air Systems Command intends to negotiate and award a sole source, firm fixed price contract with Martin-Baker Aircraft Company, Ltd. (MBA) of Higher Denham, United Kingdom the sole designer of MK16 Ejection Seat for Multipurpose Initiators P/N: MBEU200370 and MBEU200371. The proposed contract actions for the procurement are those for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” The government does not possess or cannot provide the technical data package/drawings necessary to manufacture the item. As the sole designer and developer of NACES, only Martin-Baker Aircraft. possesses the peculiar engineering capability, resources, expertise, intricate knowledge, and data necessary to satisfy the Government’s minimum requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
