The Naval Air Warfare Center – Aircraft Division intends to negotiate and award a new task order under Basic Ordering Agreement (BOA) N0042120G0003 on a sole source basis to Lockheed Martin Corporation, 497 Electronics Pkwy, Liverpool, NY 13088. This task order will provide for the design of Tactical-RPB systems for integration into the ESTEL E-2 Systems Integration Laboratories (SIL). This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(l), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Lockheed Martin is the sole designer, developer, manufacturer and integrator of the Tactical-RPB system and its related equipment. Lockheed Martin has the technical data, experience, requisite knowledge, technical expertise, special skills and facilities required to provide the services anticipated under these orders. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any expenditures by any interested parties before award of a contract for the effort mentioned above.
