This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement, with its attachment(s), constitutes the only solicitation; quotations are being requested. The Naval Air Warfare Center Aircraft Division (NAWCAD), Procurement Group, Patuxent River, MD intends to award a Firm-Fixed-Price (FFP) contract, brand name specific, for software licenses and toolsets from No Magic, Inc. The requirement is to provide software licenses and toolsets to be utilized by the Government for the development of systems models for the Systems Engineering Transformation in support of the Systems Engineering Department (AIR 4.1). The statutory authority permitting other than Full and Open Competition in USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial brand name specific acquisition. The requirement includes the following specific products, quantities, and software: (1) Cameo Collaborator for Teamwork Cloud, 10 Connections Software Assurance - ALC (1) Cameo Systems Modeler – Architect Edition (Nodelock) Software Assurance – ALC (5) Cameo Systems Modeler – Enterprise Edition (Shareable) Software Assurance – ALC (1) Teamwork Cloud – Enterprise Edition Software Assurance – ALC (5) Cameo DataHub Plugin (Shareable) Software Assurance – ALC (1) UAF Plugin (Shareable) Software Assurance – ALC (4) UPDM 2 Plugin (Shareable) Software Assurance – ALC (1) UPDM 2 Plugin (Nodelock) Software Assurance – ALC The Government shall not reimburse interested sources for any information provided nor return any information provided. No bid and quotation costs will be reimbursed for any offeror. No request for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. The Government reserves the right to process this procurement as a Brand Name Specific action based on the responses received. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any Department of Defense (DoD) contract. This may be accomplished electronically at https://www.sam.gov/portal/public/SAM. The anticipated Award date is 15 August 2022. The delivery date will be no later than 5 days after contract award.
