The Naval Air Warfare Center Aircraft Division (NAWCAD), located at the Naval Air Station Patuxent River, MD intends to award an modification to IDIQ contract, N00421-21-D-0037, on a sole source basis to Lone Star Aerospace for Predictive Decision Analysis (PDA) Modeling Support. PDA uses TruNavigator® to develop mathematical and physics-based, stochastic modeling solutions following a proven approach to data collection, validation, creation, and processing. Enabled by an advanced decision analysis and planning software suite, the tools used for analytics are suited for estimating probability distributions of potential outcomes by allowing for random variation in one or more inputs over time. The Program Executive Officer (PEO), Tactical Aircraft Programs (PEO(T)), Navy Undergraduate Flight Training Systems Program Office (PMA273) has a requirement to procure PDA services which will provide operational sustainment support for existing, fielded modeling tools/simulations originally procured under contract N68936-12-D-0033 by NAWCWD (China Lake) and N00421-16-D-0012 (NAWCAD, Patuxent River). The modification is due to unanticipated efforts for: (1) a focused cost transformation program that applies rigor and evaluation to how the NAE engages with and tracks costs out of the system while sustaining performance and readiness; (2) developing and implementing a plan to improve competitiveness and increase the volume of repairs through Fleet Readiness Centers; (3) developing a plan to improve F/A-18E/F Service Life Modification performance; and (4) performing a Business Case Analysis and modeling to transition the F-35 Joint Strike Fighter program to a Performance Based Logistics (PBL) program for logistics and Supply Support. ANTICPATED PEROD OF PERFORMANCE Base Period 1 October 2021- 30 September 2022 Option Period I 1 October 2022- 30 September 2023 Option Period II 1 October 2023- 30 September 2024 Option Period III 1 October 2024- 30 September 2025 Option Period IV 1 October 2025- 30 September 2026 52.217-8 1 October 2026- 31 March 2027 This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. Lone Star Aerospace (LSA) is the only responsible source who can meet the Government’s technical requirements without experiencing unacceptable delays in fulfilling the agency’s requirements. LSA is the sole owner of its PDA model’s proprietary data/source code.
