Update 1/19/2023: Redacted J&A has been attached. The Naval Air Systems Command intends to hold a limited competition for a firm fixed price multiple award contract. The competition will be limited to Patten Group and Safran Aerosystems Evacuation to procure fully qualified (on the NAVAIR Qualified Products List (QPL)) LRU-30, LRU-31, LRU-32, LRU-33, and LRU-34 Multi-Place Life Rafts. Safran Aerosystems Evacuation and Patten Group are the only contractors who are on the NAVAIR QPL. The limited competition is being conducted under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1(a)(2), “When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.” THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this synopsis. The first delivery order award is anticipated for January 2023. On a periodic basis, the Government will make a determination whether it is in the Government’s best interest to initiate an on-ramping to add additional Contractors to this MAC. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
