The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order for Winchester Systems Inc., under the authority of FAR Part 12, FAR Part 13. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov/vendor.cfm. This procurement is a sole source, other than full and open competition under the authority of FAR Subpart 6.3. ALTHOUGH NOT SET-ASIDE FOR SMALL BUSINESS; "REASONABLE" OFFERS FROM SMALL BUSINESS OWNERS WILL BE THE PRIORITY FOR CONSIDERATION. The Naval Air Warfare Center Aircraft Division (NAWCAD), Procurement Group, Patuxent River, MD intends to award a Firm-Fixed Price (FFP) contract, brand name specific, for Rugged Redundant Array Independent Disk (RAID) Systems from Winchester Systems Inc. The requirement is to provide Hardware components, hotline support and physical repairs. This advanced procurement is required to maintain the RDAS media archiving for the Naval Air Warfare Center Aircraft Division (NAWC-AD). The statutory authority permitting other than Full and Open Competition in USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial brand name specific acquisition. Interested parties may identify their interest and capability to respond to the requirement or submit a quotation. This notice is a request for Brand Name Specific quotations. However, all responses and quotations received before the closing date and time of this announcement will be considered by the Government. Responses should include a company name, point of contact, address, phone and fax numbers, email, and applicable company product literature. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to proceed with award of the Brand Name Specific procurement as outlined herein is solely within the discretion of the Government.
