THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. Due to a GAO protest, the Naval Air Systems Command, Aircraft Division (NAWC-AD), AIR 2.5.1.4, Patuxent River, MD, intends to extend bridge contract N00421-22-C-0004 to Sabre Systems Incorporation, 125 County Line Road Ste. 180, Warminster, PA, 18974, for software systems engineering and systems integration services support located at Patuxent River, MD. This contract bridge extension will ensure the continuation of engineering and technical services to the Naval Air Systems Command (NAVAIR), Software Engineering Department, in support of software development, test and acquisition at Patuxent River, MD. The period of performance for this effort will extend to 01 June 2022 through 31 August 2022 with three (3) one-month options. The applicable NAICS code for this acquisition is 541330 - Engineering Services. The statutory authority permitting other than full and open competition is 10 U.S.C. § 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Specifically, award to any other source would result in “unacceptable delays in fulfilling the agency’s requirements.” See 10 U.S.C. § 2304(d)(1)(B)(ii); FAR 6.302-1(a)(2)(iii)(B). The statutory authority permitting other than full and open competition is based upon 10 U.S.C. 3204(a)(1) (formerly known as 10 U.S.C 2304(c)(1)), Only one responsible source and no other supplies or services will satisfy agency requirements. No additional written information, formal request for proposal, or solicitation is available at this time. While this notice of intent is for informational purposes only, and not a request for competitive proposals, if a party believes they can provide this support, they may submit their technical capability information, which shall be considered by the NAWC-AD. A determination by the Government not to compete this requirement based on any responses received is solely at the discretion of the Government.
