UPDATE: Correction to Date of Submission; changed Year from 2022 to 2021 The Naval Air Systems Command (NAVAIR), Naval Air Station (NAS) Patuxent River, MD, intends to negotiate and award, on a sole source basis, a Firm Fixed Price (FFP) delivery order to Martin-Baker Aircraft Company, Ltd (MBA), Higher Denham, Middlesex, England for the procurement of Production Lot 3 SKU-10A/A and the SKU-11A/A Survival Seat Kit Assemblies for the Enhanced Emergency Oxygen System. This work is in support of the F/A-18 and T-45 program and will also include the associated engineering, logistics support and technical data. The proposed contract actions for the NACES EEOS are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." MBA is the sole designer, developer, and manufacturer of the Survival Seat Kit Assembly for the EEOS and therefore is the only source with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner in order to meet fleet requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
