The Naval Air System Command (NAVAIR), Naval Air Station (NAS) Patuxent River, MD, intends to negotiate and award a sole source contract to Cam Lock, LTD through an other than full and open competitive basis. The Government intends to negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” for a water survival training device that is representative of the Cam Lock CBRN protective aircrew respirator design and respiratory performance, but includes a reusable rip-facility for water immersion training. This simulates the emergency procedure of pulling a D-ring to rip the side of the mask thus separating the faceplate from the cowl to allow the wearer to breathe when the lower half of the respirator is submerged underwater. The training device rip facility incorporates a hook and loop (Velcro) closure system, which can be repeatedly re-used. Should this action be taken with an operational respirator, it would render it incapable of further use and not reparable. Some of the respirator components have been omitted or substituted in the training device, such as the microphone, to improve the maintainability and reliability of the item when used continuously in the chlorinated water environment of a swimming pool as used for training. The training device can be supplied with identical wire harness attachments to interface with the wearer’s standard helmet. The training device is further differentiated by the use of high visibility yellow breathing hoses. The hose assembly terminates with a hand operated breathing valve which closes when released to prevent the ingress of water when submerged. It should be noted that the Water Survival Training Device does not afford any chemical protection. The Water Survival Training Device is labelled “TRAINING DEVICE – NOT FOR USE IN FLIGHT”. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
