THIS SOURCES SOUGHT IS A MARKET RESEARCH TOOL BEING USED TO DETERMINE POTENTIAL AND ELIGIBLE SMALL BUSINESS FIRMS CAPABILE OF PROVIDING THE SERVICES DESCRIBED HEREIN PRIOR TO DETERMINING THE METHOD OF ACQUISITION AND ISSUANCE OF A REQUEST FOR PROPOSAL. ELIGIBILITY: The Product Service Code (PSC) for this requirement is 6636. The North American Industry Classification System (NAICS) code is 334513 with a size standard of 750 employees. All interested small businesses are encouraged to respond with a capabilities statement. INTRODUCTION: The Naval Air Warfare Center Aircraft Division (NAWCAD) Contracts Department (A2515), Patuxent River, MD intends to procure a replacement walk-in environmental chamber. Necessary equipment to be replaced include the physical chamber, all controls and data acquisition, conditioned air system used for regulating extreme hot and cold air conditions, air dryer and vacuum pumps to simulate altitude conditions. The procured equipment will replace aging facilities that are causing increased maintenance and delays to test programs. PLACE OF PERFORMANCE: Patuxent River, MD PROGRAM BACKGROUND: The existing walk-in environmental chamber is over 50 years old and provides temperature, altitude, conditioned blast air and rotary drive capabilities for qualification and reliability testing of naval aviation components in support of MIL-STD-810 and MIL-G-21480 at the Electrical Power Systems Evaluation Facility (EPSEF). The existing chamber has interior dimensions of approximately 7’x7’x7’. All of the supporting facilities were updated over 20 years ago and many of the parts required for maintenance and repair are obsolete. In an effort to support current and upcoming test programs, the chamber will be replaced with modern capabilities including humidity environment and a larger volume (required to adequately test PODs and small UAVs). The existing drive motor and gearbox will be re-used with the new environmental chamber. A draft Statement of Work (SOW) is attached for review. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT): It is requested that interested businesses submit to the contracting office a brief Capabilities Statement no more than 10 pages in length, single spaced, 12-point font minimum. The Capabilities Statement must address, at a minimum, the following: The type of work your company has previously performed in support of similar requirements to the draft SOW. Detailed company experience in managing work of similar size and scope to the draft SOW. The specific corporate and technical skills your company possess which ensure the capability to perform the draft SOW. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue, number and geographic office locations, CAGE code, and a DUNs number. Respondents to this notice also must indicate whether they qualify as an 8(a), Small, Small Disadvantaged, Women-Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business Concern. If the requirements of the draft SOW can be meet with commercial items as defined in FAR 2.101.
